Minister Suharso : New Papua Special Autonomy Fund Scheme


ZonaEXpose.com -Minister of National Development Planning attended the Special Committee Meeting on the Bill on the Second Amendment to Law No. 21/2001 on Special Autonomy for Papua Province, at the DPR RI Building, Thursday (27/05/2021).

Discussions at the meeting included the policy direction for the Special Autonomy Fund, the new scheme for the management of Otsus Papua, and the role of Bappenas in managing Otsus in the future. The policy direction for the special autonomy fund for Papua and West Papua in 2022 consists of 4 objectives.

First, increasing the use of the Papua Special Autonomy Fund to increase HDI, increasing the competence of indigenous Papuans in all fields of development, reducing poverty, increasing economic growth, growing new economic centers in 7 customary areas, reducing expensive costs, maintaining a sustainable living environment, building life. social inclusion, safety and peace as well as increasing connectivity between regions through the Additional Infrastructure Fund, the amount of which is agreed between the DPR-RI on the recommendation of the Government.

Second, strengthen coordination, cooperation and partnerships between the Provincial Government and district and city governments, Ministries or Institutions, and the community in the distribution, reporting, monitoring, control, and evaluation of the use of funds and the performance achievements of the Special Autonomy Fund.

Third, pay attention to the needs and development priorities of each district / city in Papua in stages until the sustainable Papuan Transformation is achieved in 2030.

Fourth, the focus of development is aimed at improving the welfare of Indigenous Papuans (OAP) through economic transformation based on indigenous areas upstream to downstream, enhancing superior human resources, innovative, Papuan character and context, improving basic and economic infrastructure, improving governance and security by upholding the high respect for human rights, improvement of environmental quality and disaster resilience.

In a discussion of the new scheme for the management of Papua's special autonomy. It is known, the special autonomy fund was initially 2% of the total national DAU ceiling each year, to 2.25% annually. Meanwhile, the 1% management scheme for Block Grant is a utilization scenario based on Special Regional Regulations (Perdasus) in Papua and West Papua and to sectors / fields that are specific to Papua, including support from the Papuan People's Assembly (MRP) for social contact materials.

1.5% is for special schemes (performance dance), namely for utilization scenarios based on the Grand Design for the Acceleration of Development in Papua and West Papua which is holistic, measurable performance indicators and controls and is collaborative with other funding sources.

The role of Bappenas in managing the Papua Special Autonomy Fund in the future was also discussed. Improvements in the governance of the Papua Special Autonomy Fund are carried out by the Ministry of National Development Planning / Bappenas together with the Ministry of Home Affairs and the Ministry of Finance through the preparation of the Grand Design for the Management of the Papua Special Autonomy Fund, with components:

1. Evaluating the use of special autonomy funds

2. The sharpening of the strategy and implementation of the development of the Papua region in the areas of human resources, economy, infrastructure, governance and institutions in line with the policies of the RPJMN, RKP, and Presidential Instruction No. 9/2020

3. Reformulation of the budget and the allocation of the Papua Special Autonomy fund

4. Monitoring mechanisms and performance-based analysis in the use of Papua's Special Autonomy funds.

Preparation of the RPP for the management of the Special Autonomy Fund that involves Bappenas, with the aim of aligning the points of the RPP regulation on the management of the Special Autonomy Fund and the substance of the Papua Development Grand Design.
